Oakland County Clerk, Lisa Brown, explained that precincts become “unbalanced” when more ballots are processed than there are registered voters in a specific precinct, errors of which have a variety of causes in the election process, are heavily investigated and mitigated in the certification process, and more often than not are fully resolved.
